ID for recently made film?

I saw a clip on youtube, probably a year+ ago, that I think was from a Korean or Japanese thriller. It featured two guys fighting in the rain, one with a trenchcoat and possibly long hair, in a gritty but definitely stylized action scene. I'm not sure if it was Korean/Japanese, but I remember being surprised at this different take on HK action. If I remember correctly, the Red Sun/Bonzai cats were selling a copy of this film, and the sleeve highlighted the details of this final fight.

I am not referring to the first Public Enemy (at least I don't think so). They may have been fighting in a car park or lot. Embarrassing question I know, but I haven't paid enough attention to these types of releases.
