If I'm not wrong it was Carter Wong as main villain. He had the same look as he has in Born Invincible (grey haired etc.) and he has some kind of super human kung fu... I remember a scene where he undresses a woman without touching her. The heroes who try to kill him die. The second string of heroes kill him eventually. A fight scene took place on a net (like you see on a playground). I know it's not much but somebody probably knows.
