Was this film ever released theatrically in Hong Kong?

There's an entry for the film at the HKFA but no record of an release date. But according to the old Movieworld Box Office list the film (or at least A film with that title) was shown from Feb 3rd, 1994 (and made about $5.00).

There's a seperate entry for Treasure Hunt (Chow Yun Fat) which was released on Jan 29th, 1994. I checked that because the literal translation of the Chinese title for that film is American Shaolin.

The dates are close. Was Treasure Hunt shown in some theatres with that American Shaolin title I wonder?

Or is it indeed a belated release of the Seasonal film (from 1991)?

I wouldn't be surprised. I know the film came out straight to video in 1993 and was titled as American Shaolin: King of the Kickboxers 2 from Academy Entertainment.

It is possible that it did get a belated release date. Black Mask 2 was made in late 2001 and the film was released in the U.S. first on DVD in December 2002 and on January 7, 2003, they released the film theatrically in Hong Kong. Just giving an example of a similar situation.
