The Hoker edition (Taiwan) has English subs and looks to still be available from http://dvd.jsdvd.com/. If you're going to order it, you might consider getting the Petro (sic) Martial Arts Classic Box 4 which includes The Brave and the Evil, The Decisive Battle and maybe Blood Revenge, all with English subs. When I get home I'll find the box and check on the third movie. Shipping is kinda pricey so bulking up your order isn't necessarily a bad idea.

Did you check Yesasia and PChome ?

I boought mine from yesasia two or three years ago, and it's on PChome global, so, maybe the shipment fees will be cheaper than on jsdvd, whic doesn't use paypal, if I'm not mistaken, contrary to the two other sites I mentioned...

Big Rogie has a copy over at Ioffer. It's a good flick, one of the better Wang Yu bashers (maybe because he uses a sword a lot).
