I looked to be filmed in Taiwan, and post-1991, as there is a scene a little too reminiscent of the ladder fight in Once Upon a Time in China. Unfortunately, the DVD has absolutely no original credits on it, just those of the voice actors responsible for the atrocious dubbing. Also, it seems VideoAsia saw the resemblance too, scooped it up, and retitled it OUATIC: In Sword We Trust as seen below.
