Thinking about it more I think ironfistedmonk is right that it is Lung Fei just a tad over Hwang. Wang Lung Wei is also up there. At least 19 times out of 20 he was a bad guy. Boxer's Omen and Flash Future Kung Fu are the only movies that come to mind where he plays a good guy. And I saw a Godfrey Ho cut and paste movie where he had a small part as a good guy. If you go only by the # of movies where they played a bad guy and don't worry about the percentage, then it is a really tough call. Lu Feng, though, as we all know, has played a villian in the majority of the Venoms flicks as well. Also, you can probably add Lo Lieh, Chan San, Wang Li, Chiang Tao and Tsai Hung to the list.
