I assume Chinatown is a good place to start... Along Bowery Street in Chinatown, some places have boots and such, but you can easily spot them. They have a pretty good selection of a couple hundred films, not boots, and the "3 KUNG FU Films for 20 bucks" sale has never ended. also a good spot for cheap DVD of all kind. If you walk down 14th from there to 8th avenue, there are two other cheesy DVD spots (with porn in the back) but both these places have 8/9 dollar shaw DVDs, mostly overlap in selection, but with a few oddballz. They don't generally carry boots and I just went there last weekend, their selection will blow your mind Great Region 3 and VCD Shaws as well, and they're the official Celestial/IVL ones.
