In 1999, Germany had a martial arts drama called Romantic Fighter, which revolves around two brothers, Dennis and Wulf, one an aspiring kickboxer and the other a professional kickboxer who has been re-released from prison. Wulf enters an underground fight ring and takes little bro along for the ride. Then a series of complications, including Dennis having a relationship with Wulf's ex, leads to an ultimate showdown between the brothers. 

The film stars the recently departed Christian Oliver as Dennis and Best of the Best 4 villain Thure Riefenstein as Wulf. The only footage I can find is the video above, which shows a few clips from the film with a scene from another movie involving Riefenstein.
