According to hkmdb, it's from Sword of Emei 1969, which is a little bit surprising, sionce this movie is a black and white movie. The movie stars Siao Fong Fong, Suet nei and Kenneth Tsang. And of course, Shih Kien.

It isn't unprecedented to have color promo photos of black and white media.  A lot of 1960s Doctor Who episodes got that exact type of treatment, for example.

The lobbycards say it was shot in Eastmancolor (伊士曼七彩) There are more Cantonese classics that were released in black and white on TVB or VCD even though there are versions in color or hints that they were originally shot in color, like Famous Swordsman 1969 (US DVD in color, TVB black and white) or Duel in Chu Sin 1969 (Taiwan trailer in color, TVB black and white). But don't ask me why, I would like to know too.
