Came across this 1982 B-movie from the director of They Call Me Bruce? The film stars No Retreat No Surrender 2's Max Thayer as Tom, an electrician who is chosen to train and become part of a government agency's kill squad, the eponymous name. When Tom refuses to kill, he is determined to not only protect himself, but an ex-secret agent who plans to expose the Retrievers. The agency sends in their best man, Trigger. 

The martial arts choreography was done by Grandmaster Bong Soo Han and Master Tiger Yang (yes, the same Tiger Yang from Warriors Two and Tower of Death). Co-star Randy Anderson, who plays Trigger, is a protege of taekwondo legend Jhoon Rhee.  He even appeared in a Korean film with his teacher a year before this film, titled "Return of Rhee".
