Please help me identify a mystery movie for someone

Okay, this has been driving me crazy. Usually I'm pretty good at solving this kind of stuff, but for the life of me I can't identify this film. Here are some details:

-said they saw it on Netflix sometime between 2015 - 2018
-film was in English
-plot involved a young black male who was trained in martial arts since he was a child by his father (stuff like punching bricks)
-after his father dies, the lead (now in his 20s) leaves the home and sees the city for the first time
-city is filled with gangs who have their own sections
-lead character attempts to rescue a girl from the gangs

They said the environment was kind of like a post-apocalypse film and done in that '80s retro style a la Kung Fury and Manborg. Tried to search all different kind of ways (including searching this forum), but nothing seems to match. Does this sound familiar to anyone?
