Looking for a movie with opening scene discription

I saw this movie in late late 80's on rented VHS.

In the opening scene , a fighter come and see samething under a cloth and sacrifice his hand. Similar few more scene follow.

During the course of the movie the weapon remains hidden , its supposed to be some super weapon which could only be used once.

However in the end it turns out that weapon was able to be used twice.

I think it's more likely a wuxia movie than kung fu.

I'm not parsing it for obvious duds.  Just take a look and see if anything looks/feels familiar.  The only movie I can think of (at the moment) with a limited use weapon is The Magic Blade (1976) (Peacock Darts), but I know that's not it.
