The "greatest TV program that never existed" is Top Knot Detective.  The mockumentary, Top Knot Detective, is "the story of how a failed Japanese samurai series became an instant cult classic."  The cast includes Toshi Okuzaki, Masa Yamaguchi, Mayu Iwasaki, Nobuaki Shimamoto, and Yoji Tatsuta.  (IMDB) 

Rotten Tomatoes - "In the early 90s a little known Japanese Samurai Detective series hit Australia where it quickly became a cult hit.  In Japan it called 'Ronin Suin Tentai (Deductive Reasoning Ronin) but in Australia it is known only as 'Top Knot Detective'!"  With only a few critics' reviews and a few more user ratings, the mockumentary scores 100% for both.
