Does the South Korean movie Natural City count? I haven't pulled it out for a watch in a while, but I remember there being a few fight scenes in it.

This trailer (with no English subs) just showed up on HK Cinema Youtube channel.  The Tutor 2 looks bizarre, with some kind of futuristic authoritarian dictatorship, men and women with guns, swords, wearing steampunk outfits.  Whether the martial arts is any good, it's hard to tell, from the short clips of fighting in the trailer, but it looks kind of fun.  The movie opens in China October 21, 2018.  The only other reference to this movie that I can find online is on a Russian Twitter account, in Cyrillic.  Trailer - has disappeared.  Here's one from The Tutor #1 -  No wonder some of the trailers I've posted on this topic have  just disappeared.  The HK Cinema Channel has disappeared from Youtube again (before November 14, 2019).  HK Cinema Channel just re-appeared on Youtube (4 December 2019).  So I've added The Tutor 2 trailer (again) -

Boy did Mad Max Fury Road really put the Steam Punk on the map, you can see its influence on a lot of media.

After Enthiran (2010), a Tamil sci-fi film from India, star Rajinikanth returns in the sequel, 2.0 (or Enthiran 2.0), as both Dr. Vaseegaran and his robot Chitti, "now upgraded and rebooted to take on a cybervillain using smartphone technology to conquer earth.  This is definitely a bare-handed allegory on mankind's self-destructive addiction to technology if ever, cranked up to fricking eleven."  The movie opens in India on November 29, 2018.

Dream Breaker benefited from the artistic input of visionary, subversive Japanese filmmaker Sion Sono, though it only shows in a few visions of kooky, gaudy chaos.  Elsewhere, the film evokes the cyberpunk of Ridley Scott's Blade Runner (Souldream is a teeming, rain-soaked, neon-lit, hologram-adorned metropolis), while the plot borrows wholesale from Joseph Zosinski's Tron: Legacy... similarities with Steven Spielberg's Ready Player One are legion too, but Dream Breaker was written and shot before the release of that film.  Its derivativeness aside, Han Yan's film is frustratingly vague as to the rules of its universe and contradicts itself too often to really engage... Someone (Chinese government?) cracked down on all the Chinese movie trailers on the Youtube HK Cinema Channel.  They've disappeared from Youtube and from this thread.  HK Cinema is now adding Chinese movie clips to its channel, but nothing applicable (scifi with martial arts) has shown up so far.  Update - In this thread I've just replaced what Chinese trailers I could find from other sites.  No telling how long they'll be available.  Cityonfire.com mentioned a new movie, Invincible, a "forthcoming actioner from filmmaker Daniel Zirilli", with Johnny Strong (Sinners and Saints) and Marko Zaror (Redeemer).  Info from http://cityonfire.com/marko-zaror-and-johnny-strong-are-invincible/  and https://filmcombatsyndicate.com/invincible-casts-marko-zaror-johnny-strong/  The IMDB plot description makes it sound like a scifi martial arts film - "Colonel John Taylor enlists billionaire inventor Leor Teska to fund a secret black site, testing Teska's new nano technology for military applications, developed by scientists.  When [a runaway experimental supersoldier], Brock Cortez [played by Marko Zaror] escapes, Teska's head of security, Cam Devore [Johnny Strong] is given the dangerous task of tracking him down."   The movie is in post-production.  Theatrical poster -

I've really been looking for another movie to list here, but it's hard with the loss of the Chinese movie trailers channel.  Here's an item I found on cityonfire.com, posted on Feb 19, 2019. - Nemesis 5: The New Model is a new sci-fi actioner from Dustin Ferguson and Albert Pyun.  "It is the year 2077 and a terrorist organization now dominates the Earth.  The fate of humankind now rests in the hands of 'The New Model' (Schuylar Craig).  Trained under the wing of Alex Sinclair (Su Price of Nemesis 2 - 4), she must form an army to take down the regime and regain control."  Below are the trailer and a "Nemesis 5 - Official 5 Minute Clip (2018)" that reveals how truly awful the Nemesis 5 movie is.

The HKCinema Channel is back up on Youtube.  The movie Desire Game, getting a Chinese release on April 12, 2019, isn't a martial arts movie, but it has sci-fi.  The trailer shows some fighting and weaponry.

Iron Girl: Final Wars (2019?) is third in a sci-fi action movie series from Japan.  The first two movies were Iron Girl (2012) and Iron Girl: Ultimate Weapon (2015).  Masatoshi Nagamine wrote the screenplay for all three movies and directed the first one.  Kenichi Fujiwara directed the second movie and Iron Girl: Final Wars as well.  Kirara Asuka stars in all three movies as Iron Girl.   

Synopsis of Iron Girl: Final Wars - "In 20XX, Japan is full of Cyborgs.  Human developed Artificial Intelligence JUDA to protect the Earth.  Everything was moving smoothly until the JUDA started to attack humans.  The reason of the attack was because humans were planning a nuclear war.  JUDA considers that the nuclear war will destroy the Earth, and humans who plan on doing so is Earth's true enemy.  The fight between Human and Cyborgs flattened Japan.  Military company '4th Diamond' took advantage and started developing the 'Supermassive Destructive Weapon'.  Right before this secret weapon was completed, the weapon was stolen from the terrorist organization 'Alqaloid'.  If the weapon is completed, there would be a final war between the allied forces.  Vigilante 'Resistance' sensed the danger and stood up.  Meanwhile, some people were turned into a Murder Weapon after their death.  Those cyborgs had lost all their memories.  Chris (Kirara Asuka) was one of them... In order to get back her lost memory, she had to keep  fighting.  For revenge the fiercest Cyborg Diana (Saki Akai) tries to kill Chris.  Resistance troop Joe (Takaya Aoyagi) struggles to save the two... IMDB says that Invincible is in post-production with a release sometime in 2019.  In pre-production is Affinity, directed and produced by Daniel Zirilli, with cast - Peter Stormare, Marko Zaror and Byron Gibson.  "When Bruno Leone, a former Navy SEAL struggling with PTSD, rescues a mysterious girl, his life will change forever."

Sorry, no, not familiar with The Wheel.  But I did find a couple of trailers on HK Cinema Youtube Channel for a Chinese sci-fi comedy, Ghetto Superman - he has super speed and can fly.  The trailers have no English subtitles.  It's only part comedy, when the hero is testing his new superpowers.  The villains are quite serious.  There are some lab gadgets, a fancy energy gun, a couple of confrontations, including at least one martial arts fight.  Sorry, the trailers have disappeared.  4 Dec 2019 - Ghetto Superman trailer is back on HK Cinema channel -

Two more movies with martial arts fights and sci-fi elements:

Bumblebee - When Bumblebee is fighting the two evil Decepticons at the end of the movie, to keep them from transmitting a message off-world to summon a Decepticon army, the combatants are using robot martial arts.  In the earlier battles, Bumblebee, being so much smaller, keeps getting beat up by the Decepticons.

Fast & Furious Presents: Hobbs & Shaw - As with Bumblebee, the cyber-enhanced Brixton (Idris Elba) beats the crap out of Hobbs and Shaw in their earlier encounters, but in the final fight, they figure out how to defeat him by fighting as a martial arts team.

Bloodshot looks like it fits the definition as well, with Vin Diesel playing a nanotech warrior.  He fights some guy who has extra robotic arms, like Doc Ock.  It's gotta be better than Upgrade, a real chore to sit through (watching on HBO).

From the Youtube HK Cinema Channel, here's a trailer for the upcoming (2020) Chinese fantasy action movie, Huo Yun Xie Shen (aka The Beast).  It looks like a sci-fi martial arts movie to me.  Zhong Zhixing directs, and the cast  includes Bruce Leung, Yuen Wah, and Yuen Qiu, all from Kung Fu Hustle.  They are also in a sequel movie, The Beast 2.  chinesemov.com labels The Beast as action, comedy, fantasy, martial arts. The trailer has no English subtitles, so I don't know the plot.
