Looking for unknown film

I have been looking for an unknown (to me) kung fu film for 30 years now.  I know the film was played out of the Chicago area on television, I think 66 out of Aurora.  

 

All I know is that there are two brothers, and I think their town has bandits, or gangsters.

 

One brother stays, one brother leaves.

 

The brother who stays has adventures in town.

 

The brother who stays is killed, the brother who left returns, I think with long hair that is now white, or greyed, and kills his brothers killers.

 

I do not think this is a Shaw film, i have looked through their catalogue and the film used non-set outdoor scenes that are not used much in Shaw films.
