Eddie Ko plays in this as well as one of the good guys trying to rescue her. I saw it years ago as part of those 2-pack movies at a 99 cent store but can't remember the name of it. You might possibly has seen it as The Ninja Enforcers of Ninja Enforcers something like that but I think odioustrdent is correct. The Angry Dragon 1973 when Tong Tin Hei was very prolific is the title I remember.
