As I watched these movie a long while ago, I don't remember to have seen James Tien wearing a mask. Maybe you'll find the right title among the two I mentioned... The films villain looked like he belonged in an episode of Power Rangers. It's also known as Venom Of The Ninja (never heard of the Ninja Tiger alias).
