Can anyone name this Taiwanese/HK movie with a teenage kung fu champion

Saw a movie, late 80's or early 90s', with some kid who is running around the modern Taiwan or HK country side, chased by adult bad guys. He meets a cute school girl, and he kicks a lot of ass, though no killing, as I recall. his punches consisted of wild hay-makers and jabs, but he had awesome kicks. He must have been about 15 or 16, and I think he fought adults in some tournament at the end. Pretty silly, but I am curious. I remember it was pretty green in the country side (long reeds, etc) and that made me think of Taiwan. They girl did not know any kung fu, and got knocked around a little (mostly by accident).

Anyone know this one, or any suggestions?
