Is the HK version of Jackie Chan's "The Protector" any good?

Yep.  The history of Golden Harvest was working with established talent.  Michael Hui and Jimmy Wang Yu made movies at the Shaws and the Hui Brothers had a popular tv show.  Jackie was made a star by Seasonal Films.  Bruce Lee was "Mr. Hollywood" making a deal with GH.  Burt Reynolds was already the biggest box office star at the time for CANNONBALL RUN(which was a low budget production, the real cost was the actor's salaries.  Hal Needham specialized in making fast and cheap stuff that made money.).  Just the tendency to use Robert Clouse and Fred Weintraub to make international movies for Jackie and Cynthia Rothrock shows a very limited vision for what's required to crack the North American market.

Going by the below poster, The Protector was originally going to be released in HK on June 22, 1985. It eventually got released on July 11.
