I'm a huge Rowan Atkinson fan, but I thought the first Johnny English movie was pretty dull and not that funny. This one, however, was a big improvement and had a lot more laughs, IMO---it riffed a lot better on the Bond movies. Also, there was a great kung fu training bit in the opening scene with a big payoff later in the movie. I'd give this one a solid recommendation.
