Joseph Kong Hung/Joseph Velasco and P.T. Insantra

Does anyone know anything about these two guys? Why are their names so inextricably linked to Bruce Le/Wong Kin Lung? Did Kong Hung/Velasco really direct the movies claimed to be directed by him? Is he (Kong Hung/Velasco) Chinese or Filipino? I have more questions, but if anyone can answer these, it will be a great start.

it was dubbed by Filipinos speaking english! I swear, it sounds like my dad is dubbing BRUCE LE! Never heard anything like it. lol
