Can you help my identify an old kung fu movie?

I saw it 15 years ago but the movie was older.

I think it was black and white.

The plot is about a karate master dressed in black who fights with many kung fu masters and wins all the battles.

The kung fu guys want to prove that kung fu is better.

The final scene of the movie is when all the kung fu masters(they have special magical powers) have unite and they all fought with the karate master in the woods.

The karate master defeated all the opponents, but when he walked away the army killed him with machine guns.

Sounds like either Shadow of The Tiger with the Kung Fu masters going against the single Karate man... or, Bruce and Shaolin Kung Fu where Huang Kin Lung faces off against the Japanese, and their army at the end.
